Hadia Medical Swiss is not working on the Salahley programme alone, but in a participatory approach with Somaliland and Swiss institutions.

The Somalilanders see the Salahley programme as a model case that should enable them to develop other rural regions according to this model.

They therefore take on project management and project implementation on site, and also make considerable financial contributions.

The Swiss institutions are the main partners and contribute expertise and financial resources.

The overall management of the Salahley programme is the responsibility of a steering committee in which all participating partners have a seat.

In Somaliland

Ministry of Health

The Ministry of Health is the client and project owner. It awards the project contract to a local NGO, the Excellence Development Organisation (EDO).

The mandate is very broad (see letter below).

It includes medical training, infrastructure development and maintenance as well as management processes.

A participatory approach is the only way to achieve high quality and sustainability in all areas.

Excellence Development Organisation (EDO)

The EDO is a cross-clan NGO organised under Somaliland law. It signs a Memorandum of Understanding (MoU) with the MoHD and concludes MoUs with other organisations involved in Somaliland and Switzerland.

In Somaliland these are
  • The University of Hargeisa
  • The Hargeisa Group Hospital (University Hospital)
  • The Manhal Charity Organization, a large NGO that operates 14 hospitals and several rehabilitation centres in Somaliland and Somalia. Its headquarters are in Hargeisa.
  • The community of Salahley

The CEO of EDO, Idil Ismail Muse Nur, is also the official representative of Hadia/USB and AN-NYA in Somaliland.

Binkarshe General Trading

Hadia Medical Swiss has a framework agreement for the supply of materials with Binkarshe General Trading, Sharjah VAR, with locations in the VAR, Somaliland and Ethiopia.

In Switzerland

University Hospital Basel

The University Hospital offers trainings for medical staff throughout the country.

AN-NYA Foundation

The AN-NYA Foundation conducts surgical training at the Hargeisa Group Hospital (outside of the Salahley programme) and supports the Salahley programme in the surgical field.

Inneco AG

Inneco AG, Zurich is responsible for process management and supports the Steering Committee of the Salahley programme.

Nagpal Coaching

Nagpal Coaching, Bern, is responsible for quality assurance.

SITECO

SITECO is working with Somaliland entrepreneurs to develop the dual training programme. However, this is not an NGO approach but a business approach and therefore runs on a separate track.
